They were put up by the homeless and have nothing to do with the street construction; no other affected block has them.

Apparently I can't say what sort of crime an public nuisance is going on behind this bush and have the report hot be held; however, it seems the city has no problem allowing it to go on.
Over a year of complaints to HPD, Mdtown, 311 bring no relief.
The street is NOT safe or sanitary.
